    COMPANY SEAPORT CORE
    We have spent many hours researching the below companies to provide Virtual SYSCOM with a good solid base with the most Breadth and Expertise. Our focus at Milli Micro Systems is not to enter into agreement with a multitude of teaming partners, but rather, concentrate on establishing outstanding business relations with a select team which delivers the most expertise technical coverage with outstanding performance. It is our belief that a simple principle of secure relations and good communication are the key to zero confusion and Management setbacks.

    Our Depth and Breath approach consists of three major entities:

    Large Business Technical Seaport-e Support Team - Our Large Business technical base support is core to Milli Micro Systems technical task definition on meeting mission objectives. The Technical Seaport-e Support Team has been selected to provide technical support on a broad range of expertise. This will bring technical Breath to our program.

    In addition, with this Large Business technical backbone in place, Milli Micro Systems intends to add specific team members.

    Small Business Specific Support Pool – These are companies who have narrowed and specific expertise in certain areas. Milli Micro Systems also has set a goal use Small Business in this Specific Support Pool. Most or some of these are direct companies we already have a past performance relationship with. Examples of these additional team members are: Westec – Region 9 OSHA Institute, UCLA, Comer and Associates (Financial Analysis,) and Craig Consulting (Programming.) It is with this strategy that we intend to achieve our Depth.

    Entity of Milli Micro Systems – It is also Milli Micro Systems intention to set a participation goal of 20-55%. Milli Micro Systems intends to apply internal Program Management, Training and Information Technology skills to add to the blend.

    Through these entities, it is Milli Micro Systems strategy to apply a task order checks and balances system by modulating and breaking down tasks to determine optimum workload distribution. By implementing a diverse workforce and breaking down Seaport-e objectives to be task specific, we intend to obtain Depth and Breath, as well as saving cost.

    Management Approach

    Based on our Workforce Distribution previously discussed in Section 1: 1.1 (a) Depth and Breath, our integrated business management approach is a systematic way of improving organizational performance by linking strategic objectives to realistically established goals; by allocating resources to be task specific to accomplish desired performance levels; and by measuring and reporting results that meet mission objectives.

    In conjunction to meet initial needs addressing support services across Virtual SYSCOM,
    Milli Micro Systems will have the following implemented:

    Centralized Management and direct accountable Program Managers.
    Accountability, Program Management, communications, and command will be held out of one central office. This PMO will be in direct contact with field Project Managers at all times. Critical program data will be processed and relayed as it occurs, to centralized management, allowing quick, responsive management decisions and consistent relay of information across the project field. Project offices will be set-up as needed per task orders.

    Centralized Office with Web Portal Program Management Paging and Reporting System – In order to centralize critical project data Milli Micro Systems will implement a centralized office web portal system that provides timely and accurate management information to support operations, enterprise planning and reporting. This reporting with monitor performance measurement, critical command program needs, and allow a critical Program Management Paging System for Management Contact access 24 hours a day / 7 days a week. [Air Messenger LAN Server 6.0.3 - The Air Messenger LAN Server is designed for companies that run a large sales force or dispatch centers. All sales people or dispatchers can send pages through one network computer without the need to supply each computer with a phone line or modem. The Air Messenger LAN Server can maintain company-wide group and user lists, detailed message and transfer logs. Access number, IP restrictions, and client logon profiles are added for security control. Its features also include SNPP, ETAP, WCTP, e-mail paging gateway, Web server with Web paging, SNPP proxy server, fully featured client, and TCP/IP client-to-server communications.]
    Also, the reporting system for this Portal will link budget, financial, grant, workforce management, and customer information. This information will allow Navy workforce to improve program performance, assure budgets support best value results, better respond to customer demands, and plan for workforce skills needed to deliver Navy program commitments.
    Emphasis will be placed on reporting performance measurable, mission related terms.
    Standards (i.e., quality, quantity, timeliness) tied to the performance requirements.
    Government quality assurance (QA) plan that describes how the contractor's performance will be measured against the performance standards.

    A wealth of knowledge can be gleaned from this data--knowledge that can help the government work smarter in the area of over and above support. The application of statistics to this information can help, for instance, in predicting an expected over and above allowance for a weapon system. Historical data, from both the performance and QA reports, can better tell which items should have standards developed, and what those standards should be. Applying this information in the early stages of contract formulation with intelligent partnering with contractors, and by allowing SYSCOM the opportunity to provide the total oversight in the process for both the government and Milli Micro Systems will thereby result in faster throughput and at a reduced cost.



    Management Approach / Cost Reduction –
    With our Centralized Management and Centralized Office with Web Portal Program Management we can expect to meet the following objectives:
    - Monitor and respond to mission critical data quickly, allowing direct decisions and execution to maintain project stability
    - Save cost through proper records management by measuring performance and making quick response to workflow – saving critical setbacks such as scheduling, cost overage, and workload distribution
    - Keeping SYSCOM informed with accurate project status
    - Allow Milli Micro Systems to execute Depth and Breath workload approach described in Section 1 more efficiently
    - Save valuable labor hours to manage project from decreased delays
    - Save excess human resources needed to manage project(s)
    Because central staff’s responsibility is monitoring response and administering communications– these tasks are reduced at the high labor rate engineering and technical level.
