Metropolitan Water District of Southern California

The Metropolitan Water District of Southern California (MWD) is a public agency whose primary purpose is to provide a supplemental water supply for domestic and municipal uses. MWD imports water from two sources: the Colorado River via the Colorado River Aqueduct and Northern California via the California Aqueduct. Today, MWD provides nearly 60 percent of the water used within its service area.

 

Objective:

Metropolitan was looking to install and Implement Benefits Administration and Self Service Applications for their workforce of 2000 employees. This would allow employees to change personal information, managers to approve raises and departments to request approved requisitions for new employees.

 

PeopleSoft HR self-service modules included Benefits Administration, eBenefits, eRecruit Manager, eRecruit Workforce, ePay, eProfile Manager, eProfile, and Resume Processing modules. The products needed to be fully implemented, functional and operational by the next open enrollment season in less than one year.

 

In addition Milli Micro Systems was engaged to create a custom training program for the Human resources department to improve their use of the PeopleSoft Applications.

 

Approach:

Milli Micro Systems proposed a project team of functional, technical and project management experts. This allowed us to keep the cost down and reduce the risk of failure as members of the team were certified by PeopleSoft and the Earned Value methodology was used to manage the implementation. Microsoft Project was used to create a resource loaded Schedule and weekly program status meetings with a monthly Steering Committee meeting allowed the project progress to be communicated to all stake holders.

 

Milli Micro Systems used a SDLC methodology to gather requirements, conduct a hardware evaluation, develop a FIT GAP analysis, design a system incorporating new processes to close the gaps and customize the application, develop and configure the modules as planned and conduct user acceptance tests.

 

Result:

This was MWD’s first IT Project that was brought in under budget and on time. The Metropolitan Water District of S. California used the PeopleSoft self service open enrollment process to allow employees to choose medical, dental, vision, retirement and other benefits saving the cost of temporary labor normally used during enrollment. MWD Employees are now able to change personal information on line without filling out a data entry sheet and saving the cost of double entry and reducing errors. The systems is used by employees in 15 locations including, Arizona, Northern California and Washington DC.
